What do the CCRs say? Where is the park. I know of a homeowners association that donated land their houses surrounded to the city so they wouldn't have to maintain the land. But access for the public was limited because the park was hidden.
If the park wasn't maintained because the city didn't have funds and it was in the middle of the community,
